Important Breakout Session Updates:

Due to the high number of requests and the content covered in the Virginia Tech Incident Debrief breakout session we have now consolidated this breakout's content into the General Session on Thursday and extended the presentation time to include everything that would have been previously covered in the breakout session.

Additionally, we have added a very informative Western Iowa Boy Scout Camp Tornado Response breakout session that is open to all attendees regardless of your originally submitted preference.


Tuesday, September 2nd

Workshop10:00-5:00 PM Emergency Livestock Handling
When accidents involving commercial livestock trailers happen it is often a confusing and dangerous scene. Most first responders have limited or no experience in livestock handling. This workshop will touch on a number of areas including stressed animal handling & behaviors, responding to motor vehicle accidents involving livestock (commercial & stock trailers), extrication tools & techniques, rescue, barn fires, first aid, euthanasia, chain of command and how to establish rescue resources.

Incident Response to a Terrorist Bombing (PER230)
This four hour performance level IRTB course provides basic information on explosive and incendiary devices that could be used as terrorist weapons. Classroom topics include: Understanding the terrorist threat, Improvised explosive devices (IEDs), Safety issues, and Departmental or agency policies to ensure compliance with local requirements. This course provided by the New Mexico Tech, Energetic Materials Research & Testing Center (EMRTC).
10:00-5:00 PM First Aid/CPR/AED Training
The skills necessary to recognize and provide basic care for injuries/illnesses until advanced medical personnel arrive will be reviewed. Certification from the American Red Cross for First Aid is three years and CPR/AED is for one year.
10:00-5:00 PM Basic Spanish for First Responders
The Office of the Illinois State Fire Marshal has developed this intensive 4 hour workshop as an important training for those departments located close to communities with a large Hispanic/Latino population. Upon completion, participants will be familiar with basic sentences, and commands, relevant words, and Latino culture and customs. Workshop activities include interactive participation, lecture, repetition, individual assessment, and group learning by pairing off oral drills and role playing scenarios. The instructor will present a minimum of grammar with a maximum of practical material. A pocket guide with essential language vocabulary will be given to each participant.
10:00-5:00 PM Senior Officials Workshop (SOW) for All-Hazards Preparedness (MGT312)
The Senior Officials Workshop is for local-jurisdiction elected and appointed senior officials as well as campus & university officials. Its purpose is to provide a forum to discuss strategic- and executive-level issues related to disaster preparedness, share proven strategies and best practices, and enhance coordination among officials responsible for emergency response to a disaster.

Additionally, participants receive an Executive Handbook outlining the Emergency Management framework (protection, preparedness, response, and recovery phases) as well as other key senior-level issues and discussions topics.

This workshop is conducted by National Domestic Preparedness Consortium (NDPC) member Texas Engineering Extension Service (TEEX).

10:00-5:00 PM LEPC Workshop: New Tier 2 Planning Tool
Come and see a demonstration of the new Tier 2 Planning Tool that will be offered to LEPCs and Fire Departments. The tool will allow LEPCs and Fire Departments to have access to the on-line Tier 2 submissions in their jurisdictions, which will eventually save individual companies from having to send reports by mail. This single filing feature will save time and work for everyone involved in the Tier 2 reporting process.

The tool will also assist companies with creating Emergency Reponse Plans for each of their sites (and will automatically include the chemicals and quantities reported in their last Tier 2 filing). These individual response plans can become attachments to a general LEPC response plan or a County plan (EOP).

General9:30-10:45 AM China Earthquake Incident Debrief
Dr. Hui Zhang received his BS and MS degrees in Engineering Thermophysics from University of Science and Technology of China in 1986 and 1989 and received his PhD degree in Mechanical Engineering from Polytechnic University, USA. He was a tenured Associate Professor (2002-2007) in Department of Mechanical Engineering in State University of New York at Stony Brook and the director of the Process Modeling Laboratory before he became a professor in the Center for Public Safety Research in Tsinghua University in 2007. Hui Zhang's primary research lies in the area of thermal/fluid science, crystal growth, public safety, and energy system. Based on adaptive grid generation scheme, front tracking, level set, and meshless particle methods, he has developed several high-fidelity models for crystal growth, plasma coating, and disaster simulations. He was credited to design a crystal growth furnace to produce the world largest silicon tube for photovoltaic application. He received the National Science Foundation CAREER Award (USA) in 1999 and Yangzi Scholar (China) in 2007. Dr. Zhang has published 7 book chapters, 91 journal articles and 110 refereed conference papers and is a reviewer for over 30 Journals and 6 government agencies. He is a member of the American Society for Mechanical Engineering, American Associate for Crystal growth, ASM International, and Materials Research Society, and Thermal Spray Society.
General10:45-11:30 AM IL Incident Management Teams
The State of Illinois initiated All-Hazards Incident Management Team training in June, 2005. Following this training, and an Illinois deployment to Hurricane Katrina / New Orleans in September 2005, the State of Illinois established a subcommittee to further develop the Incident Management Team concept for Illinois. The IL-IMT has completed successful training and deployments to the states of Maryland, Texas and California having worked with the National Emergency Management Organization (NEMO- Type I Team). The IL-IMT recently provided management assistance at the NIU / DeKalb school shootings and during Flood Fight 2008. This general session will include an overview of the Illinois Incident Management Team (IL-IMT) and the emergency planning assistance the team can provide to state and local jurisdictions.

The Western Iowa Boy Scout Camp Tornado Response
On June 11, 2008 a tornado hit the Little Sioux Scout Ranch in the remote Loess Hills area of western Iowa. Four scouts were killed and 48 other children and adults were injured in the disaster. In the hours and days that followed over 600 response personnel, hundreds of distraught parents, national media and others descended on this incident in rural Iowa. Randy Ross, the Monona County EMA coordinator, will discuss his county's response to the incident as well as the preparedness activities that helped minimize the tragic loss of life and the recovery work conducted since.
Statewide Communications Interoperability Plan
This session will discuss how all five topics of the DHS Interoperability Continuum [, Governance, Standard Operating Procedures, Technology, Training & Exercises and Usage] are applied to the State Communications Interoperability Plan (SCIP). There will also be a discussion on the National Incident Management System (NIMS) as it applies to the SCIP, as well as on the importance of developing a local Tactical Interoperable Communications Plan (TICP).

Functional Needs Populations
Every community in Illinois is home to many residents who would require extra assistance before, during and after a disaster. This workshop describes Illinois' "Integrated, Collaborative Emergency Preparedness" (ICEP) project on integrating the local resources and disaster plans of senior service programs into existing emergency operations plans. The ICEP project adapts a functional needs planning framework to the challenge of sheltering "special needs" populations, as the term is defined in the National Response Framework. Results from the 10 regional, interagency meetings are presented to encourage questions and discussion on sheltering issues.
College & University Preparedness & Response Issues
This session will provide an overview of the School and Campus Security Training Program sponsored by ITTF, ISBE and the Campus Security Task Force. Also, a briefing on the new Campus Security Enhancement Act will highlight the mandates including the requirement for all higher education institutions to develop NIMS compliant Emergency Operations Plans in cooperation with county or major municipal emergency managers, form multi-disciplinary and multi-jurisdictional campus Violence Prevention Committee, develop a Violence Prevention Plan including a Threat Assessment Team, and conduct annual training and exercises for both the EOP and Violence Prevention Plan. Attendees will learn about proposed administrative rules, minimal components of campus EOP's, and compliance guidelines.
Illinois Task Force 1
The state of Illinois has developed Illinois Task Force 1, an urban search and rescue team that can respond to locate, rescue and provide initial medical stabilization of victims trapped in confined spaces. The team's capabilities will be discussed along with providing guidance as to how to request this Illinois- developed asset.
Preventive Radiological/Nuclear Detection (PRND) Program
IEMA's Division of Nuclear Safety has developed the Preventive Radiological/Nuclear Detection (PRND) program to support the Illinois Terrorism Task Force's (ITTF) deployment of thousands of radiation detectors to 1st Responders in the state. 1st Responders consist primarily of local and state law enforcement agencies and fire protection personnel. The purpose of these personal radiation detector (PRD) acquisitions is to defend the citizens of Illinois from the illicit use of radioactive materials, and to protect the 1st Responder community in the event of an incident, accident, or terrorist event involving radioactive materials. The program also involves the establishment of a support (reach-back) structure of multiple agencies and organizations to assist in PRD alarm adjudication. Planning, Preparation & Partnerships: Keys to NIU Shooting Response
The DeKalb Fire Department has been planning for emergencies jointly with Northern Illinois University for several years and they have prepared by participating in joint response drills. The planning, preparation, and the partnerships that evolved as a result were key elements that allowed for a successful response to a shooting on the NIU campus that left five students and the shooter dead and another 18 injured. The description of response to the incident and how the key elements provided a foundation for success will help other communities when they face their "it can't happen here" incident.
Earthquakes: Understanding, Preparedness and a Look Ahead
A look a the basic physics behind earthquakes, the unique characteristics of earthquakes in our state, the potential impacts of a related disaster and an overview of upcoming state, regional and national-level exercises designed to provide for a coordinated response. Presented by Paul Hogue with the Central United States Earthquake Consortium (CUSEC).
